What Module 2a covers and who needs it
The NDIS Commission's Supplementary module: Implementing behaviour support plans applies to NDIS providers registered to deliver specialist behaviour support, and to providers using restrictive practices in the delivery of any NDIS supports. That second group is the reason Module 2a turns up so often: most SIL providers have it in scope, and so do many daily personal activities and community participation providers.
The module has eight outcomes:
- Behaviour support in the NDIS. Supports are evidence-informed, comply with the NDIS and state or territory frameworks, and reflect a commitment to reducing restrictive practices.
- Regulated restrictive practices. A regulated restrictive practice is only used if it meets state or territory authorisation requirements and Commonwealth rules, and only as set out in the participant's behaviour support plan.
- Supporting the assessment and development of behaviour support plans. The provider helps the specialist practitioner with functional behaviour assessments and plan development.
- Behaviour support plan implementation. Plans are implemented effectively, with policies and procedures, trained workers and coordination between everyone involved.
- Monitoring and reporting the use of regulated restrictive practices. Use is reported to the Commission through its monthly online reporting, and the data is monitored and fed back to workers.
- Behaviour support plan review. Implementation is monitored, data is recorded, and the provider contributes to reviews that focus on reducing restrictive practices.
- Reportable incidents involving the use of a restrictive practice. Emergency or unauthorised use is reported and reviewed, with debriefing and changes to supports where needed.
- Interim behaviour support plans. Where a participant has an immediate need, the provider supports development and implementation of an interim plan.
Providers whose practitioners develop the plans themselves are also assessed against Module 2.
What auditors look for
Module 2a audits test what happens on shift, not just what is written in head office policy. Common areas of focus:
- The plan on file and in use. A current behaviour support plan for each participant who needs one, and workers who know what it says. Stage 2 interviews regularly ask support workers to describe the strategies in a participant's plan.
- Authorisation matched to practice. Every regulated restrictive practice in use is authorised under your state or territory's process and is included in the plan, with nothing used that isn't.
- Monthly reporting. A complete trail of monthly restrictive practice reports to the Commission, and evidence that the data is reviewed.
- Worker training and competency. Training records showing each worker has been trained in the plans they implement, and in restrictive practices awareness.
- Incidents handled properly. Unauthorised use of a restrictive practice is a reportable incident, so your incident management system must catch it, report it and show the review that followed.
How the package maps to Module 2a
| Audit scope | What the package provides |
|---|---|
| Core Module | Governance, risk management, incident and complaints handling, worker screening, continuous improvement and quality management documents |
| Module 2a | Staff training frameworks, implementation guides, monitoring and review procedures, incident documentation and data collection tools, so plans are delivered safely and effectively |
| Related modules | Module 1 for high intensity supports and Module 2 for specialist behaviour support, if your scope includes them |
The documents arrive as editable Word files, so you can build in your state or territory's authorisation process and your own reporting routine. See the full package contents, or the audit preparation checklist for the records auditors ask for.
